Founded in 2000 on the idea that administration of benefits should be easier, eflex is a different kind of administrator. With a customer focus and Lean Six Sigma quality tools operating throughout the organization, we are miles ahead of our competitors in technology and offer unparalleled service.

eflex leadership staff has more than 130 years of combined experience in pre-tax employee benefits administration, human resources and COBRA. Founded and owned by Ric Joyner and Tom Jacobs, eflex is one of the nation’s leaders in self-service administration.

Tom Jacobs, CEO, co-founder and General Counsel, had a Madison, Wisconsin‐based private law practice in employment law and insurance defense litigation before starting eflex. He is a national lecturer on consumerism in health care and pre‐tax employee benefits. He is a former Board member of the National Association of Professional Employer Organizations (NAPEO), and a member of the NAPEO Legal Advisory Council. A co‐founder of the National Association of Professional Benefits Administrators (NAPBA), Jacobs is Chair of the Wisconsin State Bar Association Insurance for Members Board. Jacobs’ degrees from the University of Wisconsin‐Madison include Juris Doctor, MBA, and BA. Jacobs and his wife Julie live in Madison, WI.

Ric Joyner, CEO and co-founder of eflex, left a Madison, Wisconsin TPA firm he founded in 1988 to start eflexgroup. He is the founding President of the National Association of Professional Benefit Administrators (NAPBA) that serves the niche TPA business. Joyner is a Certified Employee Benefits Specialist (CEBS), Group Benefit Associate, Certified Flexible Compensation Instructor by the Employer’s Council on Flexible Compensation (ECFC), and board approved by ASPA to teach Cafeteria plan regulations. He holds a BS in Information Technology and recently completed his MBA.

Ric has served in the past as the Wisconsin Association of Health Underwriters State President in 2003 and President of the Madison WI CEBS Society.

Ric is a frequent speaker and article writer for prestigious associations such as NAHU.org, NAPBA.org, Wisconsin SHRM, Austin SHRM, PACE.org, International Foundation of Employee Benefits, Tampa Bay AHU, WI AHU, Florida AHU, Florida NAIFA and participates on the List Serves of CEBS and NAHU answering questions regarding compliance programs for Consumer Driven Products.

Ric lives in St. Petersburg Fl, is married to Mary Joyner for 32 years and has 4 adult children and 3 grandkids. He likes writing, fishing, hiking, photography and seeking God.
